State level Nodal Agency (Integrated Watershed Management Programme), Manipur is a registered Government Society under Manipur Societies Regulation Act,1989, bearing registration No.426/M/SR/2010 set up for smooth and effective management of watershed projects in Manipur under the administration control of Planning Department. The SLNA(IWMP), Manipur is headed by the Chief Secretary ,Govt. of Manipur as Chairman. Joint Director, Planning Department is presently working as Chief Executive Officer of SLNA.

Function of SLNA


Watershed Cell cum Data Centre:


Watershed  Cell cum Data Centre(WCDC) setup in DRDA with Executive Director as Project Manager with 3 to 6 other dedicated and experienced staff comprising a multidisciplinary team of Agriculture Engineer/Agriculture/Horticulture/Forestry/Community mobilization /Accounts/Data Entry Operator etc are to be recruited. The objective of the WCDC are planning, supervising, implementing, documenting and promoting watershed development projects and other related development activities.


Project implementing Agency:


Project Implementing Agency (PIA) has been setup at District Rural Development Agency. These PIAs would be responsible for the implementation of Watershed Projects in different districts.

Watershed development Team:

Watershed Development Team (WDT) is an integral part of the PIA and to be set up by the PIA. WDT will guide the Watershed Committee in the formulation of the watershed action plan.


Watershed Committee:


The Gram Sabha will constitute the Watershed Committee (WC) to implement the Watershed project with the technical support of the WDT in the Village. The WC has to be registered under the Society Registration Act, 1860.

 
Projects Undertakings:


Background
:

This scheme is under implementation since 1989-90, and has come to this Department along with the National Wastelands Development Board. The development of non-forest wastelands is taken up under this Scheme. The scheme provides for the development of an entire micro watershed in an holistic manner rather than piecemeal treatment in sporadic patches.. The thrust of the scheme continues to be on development of wastelands.

Objectives
:

The basic objective of this scheme is an integrated wastelands development based on village/micro watershed plans. These plans are prepared after taking into consideration the land capability, site condition and local needs of the people.
The scheme also aims at rural employment besides enhancing the contents of people's participation in the wastelands development programmes at all stages, which is ensured by providing modalities for equitable and sustainable sharing of benefits and usufructs arising from such projects.

IWDP Schemes in Manipur as on 09.01.2012

Integrated Watershed Management Programme (IWMP) is a modified programme of erstwhile Drought Prone Areas Programme (DPAP), Desert Development Programme (DDP) and Integrated Wastelands Development Programme (IWDP) of the Department of Land Resources. The scheme was launched during 2009-10. The programme is being implemented as per Common Guidelines for Watershed Development Projects 2008. The main objectives of the IWMP are to restore the ecological balance by harnessing, conserving and developing degraded natural resources such as soil, vegetative cover and water. The outcomes are prevention of soil erosion, regeneration of natural vegetation, rain water harvesting and recharging of the ground water table. This enables multi-cropping and the introduction of diverse agro-based activities, which help to provide sustainable livelihoods to the people residing in the watershed area.

Management Information System (MIS) Reporting


Management Information System (MIS) is a web based system which can be accessed from any network at any time. An internet Browser with Internet Connectivity is only required to access the IWMP-MIS software. The URL address to access the IWMP-MIS software online is http://iwmpmis.nic.in
MIS of IWMP has been developed and deployed to act as a tool for monitoring of projects sanctioned by DoLR, Govt. of India.
MIS report to be submitted on Monthly and Quarterly Basis for every District.
